Yes, I believe I do understand it. 

Niels Sørensen was born in Svanninge bye, Svendborg where he was on the Hovedrulle.

He continued to be reported in the Hovedrulle for Svanninge sogn, Svendborg amt until 1809 but according to his childrens' birth records in 1805 & 1806 Niels was living in Strandbye, Haarby sogn, Odense amt where he owned a farm.
After 1809 he was recorded in the Haarby sogn, Odense amt Hovedrulle.

Once a man was on the Hovedrulle wasn't he required to get a pass if he left the amt he was registered in?
Wasn't there something called a "Freeman's Pass?"

WHO ARE IN THE 'LÆGDSRULLE'?

Nogle havde fripas, og var derfor også undtaget:

Gamle og syge gårdmænd og enkers eneste søn.
Gifte husmænd med børn.
Gårdmænd, der havde købet eller fæstet en gård.
Bondesønner, der studerede eller havde taget en akademisk uddannelse.

Folk, der boede ved havet blev ikke optaget i hærens lægdsruller, men blev i stedet indkaldt til flåden
i såkaldte søruller.

In translation:
Some had 'fripas', and were therefore also free from military service:
Old and sick farmer's and widow's only son.
Married smallholders with children.
Farmers who had bought or leased a farm.
Farmersons who studied or had taken an academic education.

People who lived near the coasts were not enlisted the army's 'lægsruller', but instead in the navy's
socalled 'søruller'.

Once he was in the roll he was required to get a pass (Amtspas) to leave the 'amt'.
