Ancestor born in Taagerup Sogn 1870, adopted by family in Nakskov

I believe the 1880 census record below is for my great-grandmother Caroline Rasmussen. It indicates she was a "foster child." Her children passed on the story that Peter Rasmussen was her step father, and that her mother's name was Dorthe Hansen. However, a recent DNA test I did casts some significant doubt that she was ethnically Danish. (With one supposedly 100% Danish grandfather, I expected 25% Danish heritage, and the test showed 13%.) The percentage of Eastern European was significantly higher than I expected, and there was a complete surprise Middle Eastern element in the mix. All of my other ancestral lines are significantly documented, leaving Caroline's as the only wild-card.

I am wondering if she may have traveled from Prussia or Germany to Denmark to give birth, intending another family to adopt the child. Would anyone have information about Tågerup Sogn that would lend credence to this theory? How could I find legal records that would explain the "foster child" status, or adoption records?

Caroline emmigrated to the US in 1886 (at age 15 or 16). I am not certain whether she came alone or with family. She married in Racine, Wisconsin in 1888  (Carl Anton Emil Hansen, b. 27 DEC 1864 in Jordbjerg, Kappel parish, South Lolland, Maribo.
